This beautiful portrait miniature is of lady, perhaps Mapalda, as written on the back of the frame.
The miniature comes in a later frame and mount but has original paper on the back indicating the miniature is by Campbell Taylor, R.A. This may refer to Leonard Campbell Taylor, (1874-1969).
The frame measures 16cm x 13.5 cm, the miniature 8cm x 6cm.
It appears to be on card. A lovely piece.
